How to get a Camera in Dave the Diver
Complete the Where the Current Flows Mission
To get a camera in the first place, you have to finish a mission for Cobra. After your first night of running the restaurant, you'll see a cutscene where a sea creature takes down a shipment boat. At some point in the next couple of days, Cobra asks you to recover parts lost in the sea. Once you get these through diving, you'll be rewarded with a camera.
Complete the Camera Tutorial
Once you've been given the camera after completing the quest, I recommend paying attention during the tutorial you're given. I know, tutorials are annoying. But this one is pretty quick and informative, setting you up to play the photo-taking minigame without too many hitches. This makes your first time using it solo a lot less stressful.

How do you take photos in Dave the Diver?
Once you actually have the camera in your hands, snapping pictures was actually something I found to be quite easy. This is especially true because they run you through a tutorial that shows you how. Even after that, all you need to do to take a snapshot is to find a camera icon hanging out in the water while diving. This means there's a photo opportunity at that spot.
Make sure your area is clear of threats before you start taking photos. This is because Dave, the character you play, is still vulnerable to marine attacks while using the camera. All you need to do to lessen the chance of this is swim around the area for just a moment to keep an eye out for predators.
